The tool has a bone point at one end and a feather decoration at the other end. The bone point is small and triangular. It is seated in a cylinder of unknown material that is wrapped with black string. The light natural and black quills are folded over some of the string covered handle. There are downy white feathers at either end. There are two bands of small yellow-green feathers. The end has a tassel of larger feathers in dark brown and white.
