Many figures standing in front of a 5 and 10 cent store. In the foreground, a woman asks for a handout from a man who turns his pockets out to show they are empty. Behind these two figures is a bartender evicting a patron as two onlookers grin beneath a "Wine-15 cent pt." sign. A policeman loads transients into a paddy wagon as a line forms at a relief station across the street.
